well i was looking through the list of club penguin parties in 2013 on club penguin wiki when i saw a party on the list called operation puffle which could possibly be novembers party after a while of thinking it all makes sense first of all if you have watched the halloween commercial you see Herbert in the background which should mean something right? and if you go to the membership page on club penguin there is something that says 'New for puffles coming this november' so to conclude this november has to be operation puffle because if you think about it it all makes sense wouldn't you think so?
